In the Call for proposal under the draft multi-annual work programme for grants in the field of the Trans-European Transport Network (TEN-T) for the period 2007-2013, published on 25th May 2007 in the Official Journal of European Union, the European Commission demonstrated its intention to continue funding the traffic management projects Europe-wide, which represent the extension of the Community initiatives previously begun (MIP/TEMPO 2001-2006). At European level the Ministry of Transport and the parties involved developed with other institutions and road operators a common programme named Easyway for the years 2007-2013. The objective of Easyway is to implement ITS (Intelligent Transport Systems) in Europe and especially to synchronise and coordinate the use of ITS systems among different European road operators. At present, most ITS systems in the various European countries are actually incompatible with each other (data exchange between traffic control centres, information services for passengers, pictogram uniformity among different countries etc.). This lack of interoperability also results in the reduced efficiency of transport systems and an increase in overall transport costs. EASYWAY aims to provide a harmonious and standard framework of ITS systems to improve interoperability at national and European level. The three main aims of Easyway are:
Within the Easyway project the Brenner Motorway is involved as the main contributor in 2 of the 11 European studies focused on the implementation of international traffic management plans and on the use of geopositioning services (based on using GALILEO) for navigation and transport. European project 1 The main aims of the Brenner Motorway are automating traffic management plans with software and hardware systems, improving data exchange between operators via Datex II and evaluating new communication technologies between infrastructure and vehicles. Thanks to the support of Datex-II and other dedicated protocols the Brenner Motorway has already examined and suggested technical solutions to promote communication between the motorway operators involved and to coordinate demand/commissioning/cessation of traffic management plans. In the long term (2009-2013) other road operators will also be involved in order to define models for further automating the administration of traffic management plans. The company moreover aims to test new technologies for communication between infrastructure and vehicles. In conjunction with other European projects, such as Coopers, these should be able to provide continuous information about traffic, road conditions and road users safety (more accurate information than that provided by the changing information panels or RDS-TMC). European project 2 The principal aim of the Brenner Motorway consist in the identification of applications which could benefit more from the accuracy of Galileo compared with GPS. It is engaged especially in promotion of the navigation, in information about traffic, road user safety and dynamic toll systems. The company also intends to examine how traffic managements plans could benefit from using Galileo. In the long term (2009-2013) the company plans not only to examine applications in greater detail (in technical and administrative terms), but also to undertake practical tests of the more promising services (if the Galileo road maps permit).
